Meter base repair fixes the service equipment the homeowner cannot safely touch.

The meter base is the metal socket that holds the utility meter and connects the incoming service conductors to your home’s electrical system. It sits at the boundary between utility equipment and customer-owned electrical equipment. That makes it a service-entrance job, not a handyman repair.

Common meter base repair work starts with a careful assessment of the meter socket, hub, enclosure, conduit, service mast, grounding and the panel connection inside. We look for heat staining, corrosion, water entry, loose or broken mounting, cracked hubs, damaged conduit, failed seals and signs that the meter jaws are no longer gripping properly.

A meter base can fail quietly. You may only notice flickering lights, partial power, a buzzing sound near the meter, a hot smell, rust staining down the wall, or the meter box pulling away from brick or siding. If the damage involves the live utility side, no one should remove the meter or open the enclosure without the right utility and ESA process.

City Power Electrical Services completes meter base repairs as a Licensed Electrical Contractor, ECRA/ESA #7015314. Sam founded and runs the company, and is a licensed electrician with fifteen-plus years in the trade. We serve Toronto and the GTA from our North York office at Sheppard and Don Mills.

For related service-entrance work, see our panel upgrades and service mast repair pages.

You need service when the meter base is loose, corroded, burned or tied to other service damage.

A meter base problem is urgent when the enclosure is cracked, the meter is loose, the box has pulled from the wall, there is visible arcing or scorching, or water is entering around the hub or service mast. These are not cosmetic defects. They affect the main power path into the building.

We often see meter base concerns during renovations, insurance inspections, EV charger planning, panel replacement, or after wind, ice, tree impact or exterior wall work. A meter base can also become a problem when older service equipment is disturbed. If the conductors, meter socket and panel are all near end-of-life, replacing only one part may not be the safest or most practical plan.

Service entrance safety checks matter because the meter base does not operate alone. We check whether the mast is straight and properly supported, whether the service conductors and weatherhead appear sound, whether the grounding and bonding are appropriate, and whether the main panel shows corrosion, overheating, crowding or obsolete equipment. If the panel is also due for replacement, we explain that before work begins.

Do not try to reseat a meter, remove a utility seal, tighten meter jaws, spray corrosion treatment into the socket or patch a burned meter base. The conductors may remain energized even if breakers are off. If you smell burning, see smoke, hear arcing or lose part of your power, call for help and keep clear. For immediate hazards, use our emergency electrician service.

ESA and utility coordination are part of the job, not an afterthought.

Meter base repair normally involves the Electrical Safety Authority and the local utility because the meter must be disconnected and reconnected safely. Depending on your address, that may involve Toronto Hydro, Alectra, Hydro One, Elexicon, Oakville Hydro, Burlington Hydro, Oshawa Power or another distributor in the GTA.

Where an ESA notification is required, we file it, complete the work to the Ontario Electrical Safety Code, and arrange inspection. The ESA inspector may review the meter base installation, service conductors on the customer side, grounding and bonding, weatherproofing, panel connection and any related service equipment. The utility controls its meter and service connection, so reconnection must follow its process.

This coordination is one reason meter base repair is different from an ordinary indoor repair. The power may need to be shut off for the work window. In some cases, the utility disconnects at the overhead service or meter. In other cases, the work is coordinated with a planned service upgrade. We explain the sequence before the appointment so you know when power will be off and what must be accessible.

If you are trying to understand the rules before booking, read our Meter Base Replacement Rules Ontario guide. If the repair is connected to insurance, sale of the home or ESA documentation, we can also discuss the correct path for an ESA electrical safety certificate.

The visit ends with a written repair plan, clear utility steps and pricing that fits the scope.

We start by asking what you noticed: flickering, heat, water, a pulled box, storm damage, a utility notice or an ESA defect. Photos help us understand urgency, but service-entrance equipment must be assessed on site before a final repair plan.

At the visit, we inspect the exterior meter base area, the service mast or underground service entry, the grounding path, the main panel and the route between them where accessible. We identify whether this is a meter socket repair, a full meter base replacement, a mast issue, a panel issue, or a combined service upgrade.

If the meter base can be repaired safely, we quote that work in writing after the site visit. If the base, service conductors, mast and panel are all at end-of-life, we may recommend combining the work with a panel upgrade instead of paying twice for utility coordination and inspection.

Published pricing applies where the job becomes a listed service. When a meter base repair is part of a 100A-to-200A panel upgrade in the GTA, the upgrade typically costs $3,200–$4,500 with the panel, labour, ESA permit, and inspection included. If the meter base must be replaced during an upgrade from a 60A fuse panel, the job usually runs $4,000–$6,000 because the service entrance often needs replacement as well. ESA notification fees typically run $100–$200 for common residential jobs like a panel upgrade or new circuit, scaling up with project scope.

For meter base repair by itself, pricing is quoted in writing after a site visit because the cost depends on utility requirements, overhead versus underground service, wall condition, mast condition, conductor condition, panel condition and whether emergency make-safe work is needed. For broader context, see our Meter Base Replacement Cost Ontario guide.

Meter base repair work is filed with the ESA where required and completed with inspection. We provide free written estimates, coordinate the electrical steps with the utility process, and clean up when the work is complete. Meter Base Repair FAQs

Can I repair or replace my own meter base?

No. A meter base is service-entrance equipment connected to the utility supply, and parts of it can remain dangerous even when the main breaker is off. The work usually requires utility disconnect and reconnect coordination, and an ESA notification where required. Use a Licensed Electrical Contractor so the repair can be inspected and re-energized properly.

Is a loose or rusty meter base an emergency?

It can be. Rust, movement, heat staining, buzzing, flickering lights, partial power loss or a burning smell can point to loose service connections, water entry or damaged meter jaws. Keep clear of the meter area and call for service. If there is smoke, arcing or an active hazard, treat it as an emergency and call immediately.

Will I need a panel upgrade with meter base repair?

Not always. We check the meter base, service mast, grounding, service conductors and main panel before recommending a scope. If the panel is modern and the damage is isolated, repair or replacement may be enough. If the service is obsolete, overloaded or tied to a 60A fuse panel, a combined service upgrade may be the better plan.

Who coordinates the hydro disconnect and reconnect?

City Power handles the electrical coordination required for the job. The local utility controls the meter and service connection, so the disconnect and reconnect must follow its process. We explain what needs to be accessible, when power is expected to be off, and what ESA inspection step applies before final reconnection where required.
