EV charger installs are one of our most-requested jobs, and the permit question comes up every time. The short version: if it involves new wiring, you need an ESA permit — and that's a good thing, because a charger is a large, continuous load that has to be installed correctly.
When a permit is required
A **Level 2 charger** — the 240-volt unit that charges most EVs overnight — needs a **dedicated 240-volt circuit** run from your panel. Adding that circuit, whether the charger is hardwired or plugs into a new 240-volt outlet (like a NEMA 14-50), is electrical work that **requires an ESA notification and inspection** under the Ontario Electrical Safety Code. There's no exemption for it.
The one case with **no permit**: a **Level 1 charger** that simply plugs into an existing, ordinary 120-volt outlet. You're not adding wiring, so it's like plugging in any appliance. The trade-off is speed — see Level 1 vs Level 2, which do I need.
Who is allowed to do the work
Electrical work **for hire** in Ontario may only be performed by a **Licensed Electrical Contractor (LEC)**. A homeowner may legally do the work on a home they own and occupy, but they must file their own ESA notification and pass the same inspection — and given the load calculation, the 240-volt circuit, and the consequences of getting it wrong, most people hire a pro. When you hire an LEC, **they file the notification, the ESA assigns an inspector, and the inspection confirms the work is to code**. The permit fee is normally baked into the quote, and you get documentation that protects your insurance and your home's resale.
Why the permit matters here specifically
An EV charger isn't a casual load. It draws a large amount of current **continuously for hours**, which is exactly the condition that exposes undersized wire, weak connections, or an over-stretched panel. The ESA inspection verifies the circuit is correctly sized, the breaker is right, the connections are sound, and — crucially — that your panel can actually carry the load. Skipping the permit to save a few dollars risks a circuit that runs hot every night, and voids your coverage if anything goes wrong.
What it costs and what's involved
A typical Level 2 EV charger installation runs **$1,500–$3,000 all-in**, including the dedicated circuit, mounting, the ESA permit, and inspection. The variables are distance from the panel, whether the run is indoor or outdoor/trenched, and whether your panel has capacity.
